Central and General Registration Plate Reissuance -- PennDOT continues our efforts to replace the oldest registration plates on vehicles currently in use. Please see the Department's updates below for both the central reissuance and general reissuance programs:
Updates:
✔️ PennDOT is completing the central registration plate reissuance for configurations beginning with ‘D’, ‘E’, and ‘F’. PennDOT anticipates completing the replacement of those series plates by early August 2025.
✔️ PennDOT is scheduling the addition registration plates beginning with ‘Y’ to the central reissuance process. We estimate, the implementation of this add to occur on August 4, 2025. At that point, customers who have plates beginning with the ‘Y’ configuration will begin receiving letters informing them that their registration plate will be replaced by PennDOT through the central reissuance program. Beginning August 4, 2025, 'Y' series plates will not be replaced by agents during a registration transfer.
✔️ Standard issue registration plates beginning with the letter’s ‘G’, ‘H’, ‘J’, and ‘K’ must continue to be transferred and replaced through the general reissuance program.

Central Reissuance Program Reminders:
If you have a truck plate beginning with ‘Y’ on or after August 4, 2025, you must transfer the registration plates since they are no longer eligible for a free replacement at the time of transfer.

Dealers should consider processing times when performing a transaction with a registration transfer involving a ‘Y’ series plate. If sending the transaction to the department to process, please assume a ‘Y’ series plate will be transferred if the Department receives the transaction on August 4, 2025, or later.
Online agents must consider their own internal processing time when determining whether to replace or transfer a ‘Y’ series plate. If a ‘Y’ series plate is replaced in error after the date above, the customer will be charged the replacement fee, and the agent/dealer will not be reimbursed for the plate.

Agents are required to ensure all their employees receive PennDOT’s Driver and Vehicle Services update bulletins. This bulletin may be downloaded by visiting the Driver and Vehicle Services website at http://www.pa.gov/dmv
