Pennsylvania Full Agents and Messengers…Do you know what you NEED to pass a PennDOT audit?

Our office receives many calls daily for guidance regarding PennDOT audits. We are able to convey the list of necessary items via email or over the phone, but we aren’t able to see into your office to troubleshoot or help correct misconceptions.

We do offer a service where we come into YOUR office and assist your team in organizing your files in the manner defined in code (yes, HOW you keep your documents is codified in PA statute) and making sure you are not providing items opening you up to unnecessary scrutiny. This “Mock Audit” may be conducted alone for $595 per day or may be combined with the 6 hour Agent Services Training course ON SITE for an additional fee.

Tips and Tricks for a quick and hopefully painless PennDOT audit:

Auditors will request to review copies of the following important business partner documents, we highly recommend keeping copies (the originals should be in your SAFE) of each of these in a large binder for easy access:

  • PennDOT Certificate of Authorization (you should also have a copy of this posted in a frame or in a case)
  • Executed PennDOT Full Agent Contract, including any addendums or letters of extension
  • Current Criminal Background Reports for anyone on your PennDOT contract (which must be renewed every 12 mos)
  • Current Training Certificates for anyone on your PennDOT contract (which must be renewed every 24 mos)
  • Full Agent Affidavits for anyone on your PennDOT contract (which must be renewed every 12 mos)

Auditors will need to physically and visibly verify the following items:

  • Posted CURRENT “Schedule of Fees” (if your poster is dated before 7/1/2025, please contact Cyndi at 717-238-9002 for an updated poster)
  • Security of temporary registration cards/ plates/permits (safe or secured room with no exterior access, including but not limited to drop ceiling adjoining another room)
  • Inventory of all registration plates/ permits (yes, the auditor will inspect your issuance log, count and inspect each plate in inventory to be sure all PennDOT issued items are accounted for)

Last but certainly NOT least, the item that trips up most audits… AGENT COPIES!

Please note:

  • DLDVs (Drivers’ License Verifications) MUST be completed AT THE TIME OF DELIVERY
  • Copies of Drivers’ Licenses or Non-Driver ID cards MUST include front and back, be completely clear and legible and be ORIGINAL size
  • If online processing is not taking place immediately at time of delivery, agents/ dealers MUST complete the appropriate original 3 part MV-1 or MV-4ST and agents/dealers MUST retain the YELLOW copies of these documents as directed below. The only instance where the original 3 part forms would not be completed would be if the customer is being handed a permanent registration at the time of delivery.

Each AGENT COPY packet should include:

  • Yellow carbon copy of original MV-1 or MV-4ST -or- Online Applicant Summary
  • Copy of front and back of completed title, including any and all reassignments
  • Copy of front and back of current, valid Drivers’ Licenses or Non-Driver ID cards (as specified above) for each purchaser listed on the application
  • Copy of DLDV for each purchaser listed on the application (Drivers’ License Verification)
  • Copy of current, valid Proof of Insurance (as prescribed by PennDOT)
  • Copies of any other documents related to title or registration plate transfer

The above described AGENT COPY packets should be filed:

  • All NEW REGISTRATIONS should be filed by plate type and in plate number order (separately, by plate type – In Transit, Motorcycle, Passenger, Trailer, Truck, etc)
  • All TRANSFERRED REGISTRATIONS should be filed in date order
